Owners of land to be included in Natura 2000 ecological network could receive up to 60 euro a 1000 sq m, Deputy Agriculture Minister Dimitar Peychev said. On December 11 Peychev discussed with mayors and MPs inclusion of Bulgarian territories in Natura 2000. Property owners are going to be compensated, since they will experience some construction limitation, once their property is included in the network.

Compensation funds could come from the EU SAPARD programme, Focus news agency reported.

Peychev said that the protected areas could still bring benefits to their owners.
Special construction bans will not be imposed for terrains under ecological protection, Environment and Water Affairs Minister Djevdet Chakurov said.

Individual measures would be undertaken for the protection of each region, said Chakurov.
The percentage of Bulgaria's territory to be included in the network is expected to be nearly 24 per cent. Greece, Spain and Bulgaria were the three European countries with biggest bio-diversity, said Chakurov.

The ministry of transport and communications opened the offers for the project and construction of the Danube Bridge 2, quoted a reporter of BGNES.
236 million euro are planned for the construction of the bridge. 70 million euro of the total amount will be granted by the ISPA program. The European investment bank grants a credit for 70 million euro. The German bank KFW offers credit and free help. 5 million euro free support will be granted to our country by the French agency for development. The Bulgarian part in the project will be 60,8 million euro. 10 million euro is planned for before- project studies. After the contract is signed the winner of this auction should construct it for 38 months. Today the offers of the Itallian company- Razzani de Eccer and the documents of the Spanish FCC company for the construction of the Danube bridge 2 were opened. The documents of the German Zublin, those of the French Eiffel and the consortium between the French VINCI and Glavbulgarstroy and Mosstroy were also revealed. The highest price for the construction of the bridge was offered by the consortium of VINCI – 268 210 613 EUR. The lowest finance offer is by the Spanish FCC – 105 216 787 EUR, which is even ready to lower the price for the construction with another 5, 26 million EUR. The consortium between Zublin and Eiffel offers 158 297 964 Euro, to complete the project. A month and a half will be needed to a special commission to analyze the offers, and to announce the winner of the auction. Neli Jordanova, a head of “Coordination of projects and programs” direction from the Ministry of transport announced, that the first step will be the assessment of the technical- administrative parameters for the participation in the auction and than the offered prices of the candidates will be discussed. The last decision will be taken by the European commission, announced the ministry. Then the contract will be signed. This is expected to happen by the end of the year.

More than 800 000 tourists would visit Bulgaria's ski resort of Bansko, Bansko mayor Aleksandar Kravarov told Focus news agency.
All ski infrastructure is being rehabilitated and repaired, Kravarov said.
The biathlon range and the winter stadium were almost ready, Kravarov said. This season's European Biathlon Championship will take place in Bansko from February 18 to February 26 2007, Focus reported.
Bulgarian Hotel and Restaurant Association's (BHRA) chairperson Blagoi Ragin said that Bulgaria's winter resorts were prepared for the winter season. The infrastructure of almost all resorts was renovated, he said.
Ragin also said that Bulgaria's EU entry on January 1 2007 would affect positively Bulgaria's tourism rector.
The Danube River would become an internal border in the EU and Bulgaria could develop river tourism as Germany, Austria and Hungary did, Ragin said as quoted by Focus.
Bulgarian spa and balneology centres, as well as the winter and summer resorts, offered new technologies and reasonable price and would be competitive after Bulgaria's EU entry, Ragin said.
Nearly four million tourists would visit Bulgaria during winter season 2006-2007, Ragin said.

The European Commission (EC) has invited Bulgaria to take on rights as a full fledged member on 1 January 2007 (Romania was also accepted). “They deserve a warm welcome”, Enlargement Commissioner Olli Rehn said presenting the monitoring report on Tuesday.
Bulgaria missed out on the first enlargement wave in 2004, but this time the predominant opinion was that we are prepared. The readiness of Bulgaria is a direct result from numerous measures that were taken in order to meet the requirements for membership. The people and authorities made huge efforts so they could become a part of the process of enlargement.
In May 2006 the Commission considered that "Bulgaria should be prepared for EU membership on 1 January 2007. Since then the country has addressed many of the challenges. This has put it into line with prevailing standards and practices within the Union. Bulgaria has carried out an extraordinary reform process and they have gone through a remarkable transformation. Further improvement will be achieved with the help of a mechanism of cooperation and monitoring on the continuous progress achieved by the state, particularly in areas of judiciary reform, fight against corruption and organised crime.
But nobody should make the mistake of thinking that accession means all the country's problems would be solved. It is maybe true that "This is the genuine and final fall of the Berlin Wall for Bulgaria," as Bulgarian Prime Minister Sergei Stanishev said but yet there are a number of areas where further progress is needed. Thus Bulgaria will have to report regularly to the Commission on what further measures are taken.

20.07.2006 Refinery for bio-diesel worth 60 mln. Euros to be constructed in Vidin

The serious investment process in the region of Vidin (North-Western Bulgaria) is continuing. After the EU funded 240 mln. Euros investment in the second Danube bridge connecting Vidin with the Romanian town of Calafat (construction to start in year 2007) came the news from EcoPetroleum, one of the biggest Bulgarian companies dealing with fuels:
A bio-diesel refinery will be constructed in Vidin. The municipal council decided to substitute private municipal land plots for a property owned by EcoPetroleum.
This decision puts a start to a Bulgarian-German project for the construction of a bio-iesel factory in the town. This is the biggest investment in Vidin for the last years and is a good signal for the future investors, announced Ivan Tsenov the Mayor of Vidin.
The company will invest 60 million euro for the construction of a refinery for oil and bio-diesel from Rape-seed, which will be able to produce 150 tons per year, announced their owners in December 2005, when the project was presented before the local authorities.
The refinery will be placed in the South Industrial Zone, right on the bank of the Danube River. The production of bio-diesel is environment friendly and will need huge quantities of rape-seed and other oil contented crops, which will also stimulate the local agriculture and willl influence positively the employment in the region.
Mariana Evtimova- Misheva from the Technical University made a study which shows that 57 thousand tons of rape seed can be produced in the region. According to her analysis, 67.2 thousand tons of rape seed will be needed for the production of bio-fuels.

NB: Vidin is located on the North-West of Bulgaria on 2 borders with Romania and Serbia, some 220 km from the capital Sofia.
Currently the region presents some of the best value property prices and great economical potential. Massive investments mainly in infrastructure are planned for the next few years.

Bulgaria has opened its civil aviation market to competition with the signing June 9 of European Common Aviation Area (ECAA) pact.
The EU agreed the pact with Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia, Romania, Serbia, Montenegro and the U.N. mission in Kosovo.
The pact would allow airlines to fly freely within the area, without limitations set previously under state-by-state bilateral agreements.
ECAA would also improve safety standards, boost competition and establish similar rights for consumers, the European Commission said.
The Bulgarian transport ministry said it will name the local enforcement date for the pact within a couple of weeks
Bulgarian carriers gain unrestricted access to all airports covered by the pact.

Super Borovets - start of the construction

BulgariaSki.com team visited Samokov municipal, to check the development of the Super Borovets project.

Two important meetings marked the development of Super Borovets project on 12.06.2006.

A general shareholder meeting, followed by a meeting of the board of directors of Rila- Samokov Joint Stock Company has resulted in the actual start of the development of Northern Rila region.

Samokov council, demanded changes to the project’s management, which were accepted. Thus the most important decisions which will be taken by the Joint Stock Company, regarding investments for more than 500 000 Euros will require a 4 out of 5 majority from the board of directors.
The accountancy budget for 2005 was also approved.
A new session of the Joint Stock Company was set for 31.07. 2006. The actual assignments for the realization of the project, together with the business plans will be approved on that date.
So far, the shareholders have come a long way with the development of the project. Plans for the construction of the biggest gondola lift in Rila were discussed. Geotechnical surveys for its construction have already pinpointed its future location. The lift will be 9200 metres in length with several stops and will transport skiers to the top in 28 minutes.
Some of the most prestigious alpine construction companies in the world have already presented their offers to the Joint Stock Company. However, it is still not clear which one of them will supply the equipment.
Angel Nikolov, the mayor of Samokov assured us that there will be enough funds for the start of the project and the first foundations of the cabin lift in Samokov will be excavated in August this year. The first section will connect the Borovets 1100 site with the Banderata site.
The most important point is that the joint stock company has enough funding to start construction immediately.

The fact that the Samokov council owns the land will ensure that they will control building regulations and the construction, maintaining a balance between the new projects and the existing nature.

The project is roughly assessed to cost 600 million euros. This means that under the Law for Investment Encouragement, the Joint Stock Company will be eligible to apply for support from the Bulgarian Government.
The Samokov Council expects that the government will cover the costs for the indirect infrastructure, such as a new motorway connecting Sofia and Samokov, because Super Borovets is a project of National significance.

Another project is now being developed in Northen Rila, again with the participation of Samokov Municipality. It holds 50% of the shares in NADAR Joint Stock Company. They are working over the preparation of ecology assessment of the new project. It plans the construction of small villa sites nearby the villages- Madjare, Mala Tsarkva and Govedartsi. A lift will connect the villages with Mechit peak and Maliovitsa.

Thus Northen Rila will be transformed info a major tourism destination of 11- 12 satellite centers, connected with one another.
The Samokov Municipal has the though goal to organize and regulate the tourism centers and preserve the nature orientated mountain tourism.

Interview with Mario Al Djeburi, Head of the National Tourism Agency:

- Mario Al Djeburi, how do You assess the chances for Bulgaria to reach the final in the competition for the winter Olympics in 2014?
– My personal opinion is that our chances for the second tour are quite big. That is what I felt in Seoul, where we were on the sport expositions.

– What are they?
– The first thing is that we are the only capital in the competition. This means that the heritage which we will leave behind is of a great importance to us.
This moment is a little bit underestimate in the first leaflet of the candidature and has to be corrected. My personal opinion is that if we win the bid this will be a Reviving period for Bulgaria.
The people will change. Even NATO and the European union won't have such impact. Sport is one incredible phenomenon, which have to be used.
The host will be of great advantage for the tourism industry. This can be observed in the towns where the Olympics has already happened. Everyone knows them. All of them are worldwide famous resorts and popular destinations.

This is of great importance especially for the winter Olympics, which is closely related with the tourism. And here the halls will stay afterwards and will be maintained all year round. Even the bob- sleigh groove can be managed to be profitable, despite the huge investments, as there is luck of such for such equipment in Europe and especially on the Balkans. We are obliged to use that opportunity and continue developing in the right direction.

– One of the gaps in or candidature is the hotel accommodation. We received the lower level of assessment on this matter!
– This is not right. It is just a mistake. Even at the moment we can accommodate the Olympics. For example Bansko offers 11 000 beds at the moment. Just 6000 of them were pointed in the candidature. Borovets offers 8500, and the plans are until 2014 to offer 23 000 beds. And the slopes will be 50 kilometres longer.
Sofa offers 19 000 beds together with those licensed by the municipal. We just have made a mistake, which can easily be corrected. The most important thing for the moment is that Bulgaria has the most popular hotel chains in the world. We have “Radisson”, “Hilton”, and “Sheraton”. Every day we receive enquires from foreign investors who want to buy an existing hotel or to construct a new one.

– Have You made any assessments about the profits from the Olympics for Bulgaria?
– The economic effect can be calculated in billions, even if only the infrastructural projects are left behind. The vision of the country will be changed. We will have a different image. This will immediately lead to new investments.

– Are You an optimist for the final result of the competition for the Olympics?
–I am an optimist, but we have to do a lot of work. We will have one year that we should use to make maximum things for Bulgaria's good image. We need world famous consultants to help us. All this depends on the contest in the first stage. If we pass it things will be arranged by themselves. As for example the consultants and strong advertisement companies.

– There is a discussion on the distribution of the resorts. What is Your opinion on the question?
– This discussion is completely unnecessary. For me we all are one winter resort. Vitosha, Borovets and Bansko. I would even include Pamporovo. What are the distances in Bulgaria? We are one whole. The seaside is the same. You start from Borovets and You reach Bansko for an hour and a half.
Our neighbours are supporting us for the candidature. Greece, Turkey and Romania. Because they are close to us. The negative attitude is absolutely redundant at the present moment.
The only thing that we can show to the world are the slopes in Bansko. There is no other site that can be used for the construction of similar equipment, to fit the requirements of the International Federation.

– In case that we do not win, which is very likely to happen, do we have to do the same in 2018?
– It will be a waste if we do not do it, because we already have a starting position. We have done a lot of work. The fact that we are among the candidates generates a lot of positive things for Bulgaria and Sofia. We have made a lot of noise and have attracted a lot of interest. So we have gone a long way. No one have won from the first time.

– Do You know the other rivals?
– Yes, The Koreans are completely ready for the Olympics. The same is known about the Austrians. There is nothing we can say about Russia, the dimensions there are different.
However it is not a question of the advantages of the others. We are talking about our own advantages. We are a huge city and a lot will be left behind the Olympics. This is actually the most important requirement of the International Olympic Committee. Even more important than the value of projects.

22.05.2006 Tender documentaion for the new Danube bridge in Vidin has been approved

Brussels and the EU have given a go-ahead to the construction of the second Bulgarian bridge over the Danube River in Vidin, by approving the tender documentation.
Now the summer deadline wished by both Bulgaria and Romania for the start of construction works at Vidin-Kalafat seem quite doable.

The paperwork was approved after initially Brussels returned it for re-negotiation of a German crediting agreement.
Bulgaria's Transport Ministry said Wednesday they believed agreements with the designer and the contractor to be selected would be signed by the end of this year.
Vessela Gospodinova, deputy transport minister, said the tender paperwork would be sent next week to short-listed construction firms that have already been approved by Brussels to participate.
Bulgaria is to hire a company to begin construction on the bridge, which should be ready by the end of 2009.
The project will cost about EUR 226 Million, including EUR 60 M financing by the Bulgarian government. The rest of the funding is to be provided through loans from the European Investment Bank, the French Agency for Development and the German Institution for Reconstruction and Development.
The bridge will be a four-lane highway with a railroad as well.

14.05.2006 New construction fees in Bansko increase the building costs

Bansko Municipality and the Mayor of Bansko have taken decision to start charging additional fees for every new development under construction in the area of Bansko.
The fees are as follows:
• Fee for building permission: 10 BGN (levs) per square meter.
• Fee for Certificate for Habitation (ex. Act 16): 20 BGN per square meter.

The total charge of 30 levs means that for an average development of 5,000 square meters the deveoper must pay to Bansko Municipality 150,000 BGN (approx. 77,000 Euros).
The new measure aims to allow Bansko Municiaplity to accumulate significant funds that will be spent for improving the exisiting and building of new infrastructure and roads to match the increased demand for new vacation properties.
Part of the collected sums will be invested into other activities such as more advertising for Bansko ski resort internationally to increase the number of the tourists to the resort.

Committee announced today that the 2005-2006 ski season drew record visitors to Bulgaria. A celebration event was held at Sofialand and featured the resorts of Bansko and Borovetz – the two mountain venues for Sofia 2014’s bid for the Olympic Winter Games.

“We are ecstatic with the attendance at Bulgarian winter sports destinations,” stated Tseko Minev, President of the Bulgarian Ski Federation. “The world is recognizing the amazing snow, fantastic accommodations and warm people of Bulgaria. Sofia 2014 captures all of this.”
Bansko, the proposed Sofia 2014 venue for alpine skiing and biathlon events had an increase of 35 percent from last year’s season. Borovetz, where all snowboard, cross-country and ski jumping events are planned for Sofia 2014, reports of a 10-percent increase in comparison to last year.
International skiing legends like Marc Girardelli and Rosi Mittermaier all extended their strong congratulations to Bulgaria. Girardelli said: “When I opened the 2005-2006 ski season at Bansko with Rosi Mittermeier and Franz Klamer, I called Bansko ‘the new gem of deep snow skiing.’ We all love Bansko and look forward to seeing Bulgaria host the big winter events.”
Sofia is one of seven cities in the bidding for the Olympic Winter Games of 2014. The International Olympic Committee will nominate the Candidate Cities on 22 June 2006 and the final city will be selected in July 2007

With effect from 1 January 2006, all children entering Bulgaria will need to have their own passport. Children included in their parents' passports will only be allowed in if the passport also contains their photograph. Upon entry into Bulgaria, foreigners should declare in writing the purpose of their stay and the address at which they are staying. To this end they should fill in a registration form.

This is in accordance with changes to the regulations for the implementation of the Law on Foreigners which the Bulgarian Government approved at the end of 2005. The new regulations came into effect from 1 January 2006.
The Interior Ministry has announced that Bulgaria's border checkpoints are to introduce separate passport-control desks for Bulgarians and foreign nationals.
The move is expected to ease official checks at border passport control in the wake of adopted changes to the legislation on foreigners that oblige them to fill in a registration form.

10.01.2006 Important amendments to the Foreign Nationals Act in Bulgaria

According to information provided by the Migration Directorate of the Ministry of the Interior, new requirements came into force on the 1st of January 2006 related to the address registration of foreign nationals visiting Bulgaria. Pursuant to Article 18, Paragraph 1 of the amendments, upon entry to Bulgaria foreign nationals will be required to state in a written form the aim of their visit and the address they will be staying at, by completing an address registration form for that purpose.

Foreign nationals who transit through or exit Bulgaria within 24 hours will not be required to fill in such address registration forms.
In compliance with Article 28, Para 3 of the Foreign Nationals Act, physical or legal persons who have provided accommodation to foreign nationals will be required within 5 days to inform the service for administrative control of foreigners or the respective local police station, by providing information on the name, the date of birth, the nationality, the number and the series of the foreign national’s ID document.
Under Article 28, Para 4 of the amendments, hotel keepers and their staff will be required, upon providing accommodation to foreign nationals, to promptly register them in a special register. Hotel staff will be required to provide the information on the accommodated foreign nationals to the service for administrative control of foreign nationals or to the respective local police station on a daily basis by 6 am.

Bansko Winter Resort Invests EUR 5 M in Infrastructure.
This season Bansko is expecting to boost the number of the tourists by 20% thus reaching a number of 600,000. The number of foreign tourists is most likely to go up, the mayor said.

Over the next year Bansko municipality will invest over EUR 5 M in the infrastructure of the town, mayor Alexandar Kravarov said at the opening of the new winter tourism season.
The mayor also revealed that the local municipality is planning the construction of an airport near the resort.
In the last 3 years, from 2001 to 2004 over EUR 180 M have been invested in Bansko. It was also announced that a second cabin lift would be constructed and that over EUR 30 M will be invested in the building of a golf course.

A new golf and entertainment complex costing 53 million euros will be constructed on land surrounding Kableshkovo village in the Pomorie Municipality. The golf complex will cover 200 hectatres and will be 10 km from the coastline. It will incorporate an 18-hole course, villas, hotels, swimming pools, a horse riding centre, tennis courts, a casino, a soccer pitch and polo grounds. The facility is expected to be visited all year round by more than 5000 tourists and will have 800 full time staff.

The project will be implemented within 2 years. It will massively improve the infrastructure of the municipality and will further promote the tourism in the Southern Black Sea region.

Wizz Air, the largest low fare - low cost airline in Central and Eastern Europe, at a press conference in Sofia on 16 June 2005 announced that it would start flights from Sofia to Budapest and would also offer connections to London and Frankfurt from 18 September 2005.

Wizz Air becomes the first low cost airline to enter the Bulgarian market, the EU member candidate expected to join the European Union in 2007.

The launch in Bulgaria comes just a little over 1 year after the successful establishment of Wizz Air in Hungary and Poland. Since the start of operations in May 2004, Wizz Air has carried close to 1.4 million passengers, thus becoming the undisputed market leader in the fast growing low cost air travel sector in these countries.

Bulgarian operation will start on 18 September 2005 initially with 3 weekly flights from Sofia to Budapest. Tickets for the flights from Sofia to Budapest as well as to London and Frankfurt are already on sale on the airline’s website, wizzair.com regular fares are starting from as low as 19.99 euros and 29.99 euros (one way, excluding taxes and charges), respectively.

For the launch of the new flights Wizz Air made 10,000 promotional tickets available for 1 euro (taxes and charges are to be paid) for travel between 18 September 2005 and 25 March 2006.
